That is not a Linotype machine. The man is standing at a "job case," a big box of shelves, each holding a different type size and style for headlines. The shelf he has pulled out in front of him has little compartments for individual letters he'll arrange in the carrier in his left hand. The fact that he's standing is the final clue. Linotype operators sat in front of their machines.
