Commissioner Possibly Committed Perjury in FBI Interviews
Lissette Carey gave conflicting statements in two of three interviews conducted by the FBI and Monroe County State Attorney’s Office

KEY WEST — The Monroe County State Attorney’s Office released another tranche of discovery in the corruption case focusing on City Hall, the City Attorney, his brother the Chief Building Officer, the now-retired Director of Code Enforcement and several current and former City Commissioners.
According to sworn narrative statements obtained and reviewed by Above The Fold, embattled Key West City Commissioner Lissette Carey possibly committed perjury while under oath.
Carey first met with investigators from the Federal Bureau of Investigation and Monroe County State Attorney’s Office on Sun., Nov. 25, 2024.
Under oath, the Commissioner told investigators that after a subpoena was served on her by the SAO, she screenshot her text messages and put them on a jump drive so that she could print them out at City Hall where she assembled her call logs and texts to submit to the SAO.

From the FBI Narrative: “AMANDA Last Name Unknown (LNU) assisted CAREY in organizing her texts and call logs. CAREY personally redacted her texts and call logs to fit the language of the subpoena. CAREY recalled that the subpoena requested texts between RONALD RAMSINGH (RON), RAJ RAMSINGH (RAJ), and the other City Commissioners. CAREY explained that the City of Key West IT Department obtained CAREY's emails, and opined that the IT Department did that for everyone.

“CAREY recalled RON explaining what the subpoena asked for and the process, but RON did not direct CAREY to omit any texts or calls. CAREY also reached out to independent council for advice.”
She was interviewed a second time on Mon., March 3, 2025, then again on Thurs., May 1, 2025. The SAO’s Major Crimes Prosecutor, Colleen Dunne was also present at the May 1 interview.
After being advised of the identity of the interviewing agents and the nature of the interview, the Commissioner told investigators that she had learned a lot since first interview.
From the FBI Narrative: “Regarding the submission of the group text messages with DEE DEE HENRIQUEZ and DONIE LEE, CAREY said that she did discuss with RAMSINGH how to submit the group text to the State Attorney's Office as response to a state subpoena. AMANDA WILLETT helped CAREY print out the screenshots. CAREY provided RAMSINGH three different versions of the group text: one was redacted; one removed HENRIQUEZ and LEE's name; and one was in its entiretywith nothing modified.

That begs the question: Did Commissioner Carey talk to the City Attorney and did the City Attorney advise her to submit the requested records — or did the City Attorney instruct The Commissioner to provide three different versions and he chose which one to submit?
It is an interesting question.
I am sure the FBI and State Attorney’s Office will want more answered.

All suspects are considered innocent until proven guilty in a court of law by a jury of their peers.
