After months of delays, legal turnover, and stalled internal processes, the City of Key West has finally released the outside investigation into former Planning Director Katie Halloran’s allegations against City Manager Brian Barroso.

The report — delivered via email to Assistant City Attorney Kendal Harden on Nov. 13 and disclosed publicly only today — finds the claims unsubstantiated but reveals widespread concerns about the atmosphere and communication inside City Hall.
