Greg Sullivan, the senior operations manager with Waste Management overseeing trash collection in the Lower Florida Keys, has entered the race for the Key West City Commission’s District V seat, setting up a contest against local activist and tech entrepreneur Chris Massicotte.
Sullivan serves as a senior district manager for Waste Management in Monroe County, supervising garbage collection operations from Key West north toward the Seven Mile Bridge. His district includes roughly 74 employees responsible for daily residential and commercial waste routes across the Lower Keys.
It would allow him to sit on the dais that has a significant interest In Waste Management.
His professional background places him at the center of the region’s waste collection system, which operates through a combination of private haulers and municipal programs.
Waste Management is one of the largest private operators in the Keys and has participated in county discussions involving residential trash contracts and rate negotiations.
Supporters view Sullivan as a candidate with operational and management experience tied to essential municipal services such as sanitation and infrastructure. Politically, he is widely seen as aligned with the island’s business community and viewed by some observers as a favorite of the Chamber of Commerce wing of local politics.
Sullivan previously served as commodore of the Key West Yacht Club and remains active in local civic circles.
Massicotte, meanwhile, is known locally as a civic activist and technology entrepreneur. He is the founder of DSPolitical, a digital advertising firm specializing in political campaigns and advocacy organizations that has worked with national political clients and advocacy groups.
His supporters describe his candidacy as a grassroots effort focused on transparency, environmental protection and community-driven governance in the island city.
The contrast between the two candidates could frame the District V race as a broader debate over the direction of city leadership — business-oriented management versus community-focused activism.
Both Sullivan (former commodore) and Massicotte are members of the Key West Yacht Club.
District V is one of three Key West City Commission seats scheduled for election in the upcoming municipal cycle, along with the mayor’s race and two additional commission seats.
