This seems like an overreaction on the Managers' part. I give the new Mayor credit for handling it the way he did. Of course the commission should have the option of not being locked in for two whole years by letting this date pass in one week. Everyone else in City Hall can be terminated so he shouldn't get a two-year pass.
"...I will continue fulfilling my responsibilities professionally..." yet he presumably CC'd 402 employees and ends with, "Please do not reply ALL"? Not very professional in my opinion and poor email etiquette.
